The specialist consultancy service to support the Responsible Authority in the evaluation of the Cohesion Development Plan (PSC) 2000-2020 aims to reconstruct the strategic framework and operational capacity of the PSC and to assess certain impacts. Additionally, this first evaluation of the Basilicata PSC will establish an analytical framework for use in subsequent evaluations of the PSC.
The ex ante analysis is aimed at identifying priorities and objectives for simplification that are aligned with the targets set in the National Recovery and Resilience Plan. It also involves qualitative and quantitative analysis and monitoring of the implementation status of reforms and simplification interventions, including actions for standardizing forms and their corresponding digital management, with a focus on specific stakeholder categories (citizens and businesses).
Support for the preparation of evaluation activities and the Evaluation Plan for the 2021-2027 FESR and FSE+ Programme, covering the various methodological and operational aspects of evaluation in compliance with regulatory guidelines and the content suggested by the European Commission. Additionally, the service provides technical and organizational support for defining a new model of partnership relations in the 2021-2027 programming period.
The aim of the study is to evaluate the administrative costs and burdens associated with the funds under the Common Provisions Regulation, reviewing previously established baselines where applicable and setting new ones where necessary. This is to assess whether previous estimates of administrative costs and cost savings have materialized and to contribute to the preparation of new proposals and options for post-2027 funds. The study also aims to identify and quantify the administrative burdens and costs arising from additional national or regional practices that go beyond the EU legislative framework for the funds under the Common Provisions Regulation (overregulation).
The study has evaluated the entire ESF+, including the component managed under shared management and the component related to employment and social innovation (the "EaSI section") implemented under direct and indirect management. It covered the programming period from the entry into force of the ESF+ Regulation until the end of 2023, including both the programming phase and the initial implementation phase in the 27 Member States.
The aim of the study is to assess the impact of EU initiatives and policies on cohesion, defined as the extent of regional and social disparities within the EU, during the 2014-2020 period. The independent evaluation service, provided to the Managing Authority for Axis 5, 8, and SieCo – Governance of the PON Metro 2014-2020, aims to analyze the functioning of the management and control system required of the Metropolitan Cities for the implementation of the Program. The evaluation will highlight the challenges encountered during the implementation process in various municipalities, understand their causes, and identify potential improvements and corrective actions to ensure more effective and efficient management of the new PN Metro Plus and Medium-Sized Southern Cities 2021-2027 Program.
This study will assess the various types of investments co-financed by the European Regional Development Fund (ERDF) during the 2014-2020 period, focusing on strengthening the institutional capacity of public authorities and stakeholders, ensuring efficient public administration, and enhancing administrative capacity for managing and utilizing the ERDF and Cohesion Fund. Additionally, it will evaluate these investments in terms of effectiveness, efficiency, impact, and their coherence with other policies, as well as their relevance and added value for the EU. The study will seek to identify the factors that contribute to the success or failure of such investments in different socioeconomic conditions, highlighting good practices and their contribution to good governance, even beyond fund implementation. Finally, the study will analyze the results of all ERDF and Cohesion Fund investments in addressing and promoting reforms in Member States.
Analysis of the implementation of policies and evaluation of their effectiveness based on a qualitative-quantitative evaluative approach. The objective was also to provide recommendations on the repayable schemes foreseen for the 2021-2027 programming period.
The overall aim of the PATTERN project is to enhance and improve the decision-making capacity of stakeholders in the field of climate and environmental policy by developing an interactive online platform for the economic appraisal of policies and measures. To achieve this goal, the project will develop an integrated operational approach to economic evaluation (WP3 and WP4), provide guidelines to address gaps in ex-post and ex-ante analyses (WP1), create an effective participatory process to develop five Theories of Change (WP2), establish a European Community of Practice for climate and environmental policy development (WP6), and create a one-stop shop for all stakeholders.

ISMERI will work with the less developed Italian regions where most of the ERDF allocations will be focused. The study will focus on the following challenges and megatrends: globalization closely linked to digitalization, demographic change, and the transition of EU economies and societies towards climate neutrality. It will identify their impact on regional disparities and the potential for regional development in the medium-term perspective of 2035.

The goal of the project is to strengthen the capacities and enhance the methodological tools of the administrations responsible for managing and implementing the EU Structural and Investment Funds (SIE), with a particular focus on evaluation tools from a gender perspective. The purpose of the study is to conduct a meta-analysis of the counterfactual impact evaluations (CIEs) for the European Social Fund (ESF) and the Youth Employment Initiative (YEI) available for the periods 2007-2013 and 2014-2020. The objective of the meta-analysis is to synthesize the CIEs of the ESF and YEI in order to provide systematic evidence on the effectiveness and sustainability of ESF and YEI operations in the areas of employment, education, and social inclusion. The results of the meta-analysis will be compared with international evidence from meta-analyses of similar interventions.
DG Empl tasked Ismeri Europa with updating the 2013 guide on conducting counterfactual impact evaluations. This guide is intended for the managing authorities of the European Social Fund (ESF). The update will take into account the new strategic and institutional framework for European funds and the recommendations emerging from the "Pilot and Feasibility Study on the Sustainability and Effectiveness of Results for European Social Fund Participants Using Counterfactual Impact Evaluations."

Support and technical secretariat for the implementation of simplification measures outlined in the provisions of Regional Law No. 24 of 20.10.2016 "Rules on the Quality of Regulation and Simplification of Administrative Procedures." This includes activities such as analysis, coordination, and the drafting of rules/regulations/directives related to the simplification of administrative procedures.
The evaluation analyzes to what extent the support provided by Smart & Start Italia (S&SI) has contributed to the growth of innovative startups and to the increase in employment. The results of the evaluation will also contribute to the preparation of the new programming period 2021-2027.

The objective of the study is to support DG COMP in assessing the potential impacts of various options regarding the application of competition rules to collective bargaining/negotiation for self-employed individuals in need of protection.
The objective of this evaluation is threefold:
- To provide updated information on the implementation and performance of electronic cohesion systems during the 2014-2020 programming period, as well as to identify best practices that could inspire further development of e-cohesion systems in other Member States.

Development of System for Management of Cohesion Policy in the Republic of Serbia
The objective of this project is to prepare the Serbian Public Administration for the effective implementation of EU cohesion policy by enhancing the capacity of all stakeholders for the timely and efficient preparation, implementation, monitoring, and evaluation of programs and projects supported by structural funds and the cohesion fund.
As part of the 2014-2020 European programming period, unitary evaluation activities gained greater relevance due to the provisions of Regulation (EU) No. 1303/2013, Article 56, and the Partnership Agreement of the Italian State. The latter specifies that the Evaluation Plan should be unified at the regional level and include evaluations related to the Regional Operational Programmes (POR) ERDF and ESF managed by the Administration, in alignment with the evaluation of the Rural Development Programme (RDP) under the EAFRD. The aim of the service is to comply with the requirements of the Partnership Agreement by providing a comprehensive overview of the evaluation activities of the individual programmes, both through general analyses of the results from the different funds used at the regional level, and through specific thematic in-depth analyses.
This evaluation aimed to assess the relevance, effectiveness, and efficiency of the implementation of the interventions outlined in the ESF OP 2014-2020. It also sought to identify any issues hindering the optimal implementation of the programme and provide recommendations for overcoming these challenges.
This evaluation focused on the effectiveness of the implementation of the PON FSE "Social Inclusion" 2014-2020 by analyzing the financial and physical indicators of the performance framework. This evaluation examines the contribution of the European Social Fund (ESF) to education and training policies during the 2014-2020 programming period. Strategic consultancy to DG REGIO and the relevant Italian administrations aimed at improving the administrative capacity of Italian ERDF Operational Programmes. The work involved analyzing activities and results to improve programme implementation and establishing a non-exhaustive list of effective measures for strengthening the existing administrative capacity plans.

The main objective of the study is to analyze the organizational methods and the implementation of the evaluation requirements for State aid in the 28 EU Member States, particularly with regard to the obligation of evaluation and the evaluation plan as set out by European regulations. The results will assess how the evaluation requirements have been complied with in different contexts and what adjustments may be needed to the regulatory framework for the evaluation of State aid.
The evaluation aimed at conducting general analyses to illustrate the overall implementation framework of the PON, structured into 5 axes. It examined the activities carried out for each axis, each category of region, and the investment priorities and specific objectives that guided the implementation of the PON. Annual thematic reports were drafted to provide evaluations on the relevance, effectiveness, efficiency, and sustainability of the interventions carried out. In this context, analyses were conducted on the regulatory and socioeconomic frameworks, the physical and financial progress of the interventions, the achievement of objectives, the quantification of result indicators, and the challenges encountered during implementation. Strategic consultancy to DG REGIO within the informal dialogue with Member States regarding the measures proposed by the Italian authorities to ensure the enabling conditions for the upcoming 2021-2027 programming period.
This exploratory analysis aimed to consolidate information, interventions, and key outcomes achieved in Lombardy, as well as prepare informational notes to support the activities of the DG Social Policies of the Lombardy Region. The focus was on promoting synergy between actions carried out by different stakeholders in poverty reduction and supporting the Technical Secretariat of the Poverty Steering Committee of the Region.
Development of the Administrative Capacity Building Plans (PRA) for the second phase of the capacity-building policy aimed at authorities managing European programs. Through support and analysis, the Ministry was assisted in identifying the critical issues of the management and control systems of operational programs, in defining relevant and measurable administrative improvement objectives, and in outlining the necessary interventions to achieve these goals.
Technical assistance and strategic support to Argentina's Ministry of the Interior and relevant ministries for the design and implementation of regional policies, drawing on the EU's expertise. The specific objectives of the project were: to inform on the organizational and political changes necessary for the effective management of development policies based on the European model; to transfer the knowledge and skills required by provincial (5 provinces) and national officials on the legal and organizational principles adopted within the framework of EU regional policy.
Evaluation of the effectiveness, efficiency, and impact of the programme; preparation of the Annual Evaluation Reports that analyzed all the programme axes and the interventions financed, including those under Thematic Objective 10 – Education. One area of the evaluation focused on the employment outcomes (placement) of ESF co-financed activities of various types, including those aimed at strengthening people's skills (such as ITS or IFTS programs). Finally, thematic evaluation reports were produced. As part of the service, especially in the placement analysis, several surveys were carried out targeting the beneficiaries of the interventions, and databases were built integrating primary data with existing data.

This feasibility study analyzed the net impact of the European Social Fund by conducting pilot studies with counterfactual analysis techniques in several EU Member States. This was the first study of this nature conducted on a European scale.

The objective of the study was to evaluate the European Public Employment Services Network based on the objectives established in Decision 573/2014/EU. The study assisted the Commission in assessing the relevance, effectiveness, efficiency, coherence, and added value of Decision 573/2014/EU, with a particular focus on the contribution of the European Network to enhancing employment services in several Member States, including Italy.
Ismeri Europa supported the Tuscany Region in the mid-term review of the Smart Specialization Strategy (S3). The aim of the work was to synthesize and integrate the updates to the roadmaps proposed by Tuscany's technological districts and regional offices involved in the definition and implementation of the regional Industry 4.0 strategy. This was done to enable a technological comparison (via the RED database) with the European research scenario funded by the Horizon 2020 program. This activity allowed for an analysis of Tuscany’s positioning (and its main assets) compared to other European regions in the research areas identified by the updated regional S3 roadmaps, thereby assessing their competitive potential.

The study analyzed the externalities of cohesion policy, considering the economic spillover effects and the expenditures activated in neighboring countries by cohesion policy investments in a given Member State.
The objective of this work was to provide an updated assessment of the implementation status of the RIS3 strategy for the years 2014 and 2015, and to offer an in-depth analysis of the technological level of the funded projects and their alignment with the strategy’s guidelines. The activity involved the collection of the indicators established by the strategy and provided an analysis of the monitoring indicators of regional programs and plans (particularly the POR FESR) to measure the progress of the RIS3 according to the identified priority areas and roadmaps.
Ismeri Europa also provided an analysis of the technological content of research and development projects, according to the RED taxonomy, funded in the areas of the RIS3 and conducted a comparison with the European research landscape provided by Horizon 2020 to identify key technological trends. Based on the results obtained, it was finally possible to suggest adjustments to the definition of the RIS3 and its implementation methods.
The evaluation service consists of general reports on the progress and results of the programs, as well as thematic reports focusing on internal areas, environmental sustainability, enterprise creation, and administrative capacity. The approach combines quantitative and qualitative analysis methodologies. The aim of the evaluation service is to assess the implementation processes of the interventions and, subsequently, the socio-economic effects of the activities carried out under the programs.

The PARES initiative ("Partnership between Employment Services") was developed to improve the functioning of public employment services (PES) within European labour markets. Specifically, the initiative aimed to facilitate and promote dialogue and cooperation between public, private, and non-profit entities involved in the delivery of PES, as well as identify potential areas of synergistic collaboration among them. The project was implemented by the Italian Ministry of Labour in collaboration with the national authorities responsible for the Youth Guarantee in France and Hungary, as well as a similar programme in Serbia.
This evaluation focused on Action 3 of the Action Plan for Cohesion, aimed at reducing early educational failure and school dropout rates in the Convergence Objective Regions. Action 3 sought to implement educational and training prototypes, starting from early childhood and primary education through to work placement, targeting areas with high concentrations of educational failure and social and cultural exclusion.
The objective of the contract is to provide the Evaluation Helpdesk service, which collects and reviews all evaluations of programs funded by the ERDF, CF, JTF, and ESF+, conducted by Member States during the execution of the contract. The Evaluation Helpdesk also collects and examines evaluations on cohesion policy published in academic literature and provides methodological support to improve evaluation methods and the exchange of information on evaluation practices, in line with the provisions of Article 35(2)(h) of the CPR, to strengthen the strategic value of evaluation in the policy cycle. The Evaluation Helpdesk provides structured information and reports based on evaluation reviews to support the Commission's reports on evaluation results.

Ex-post evaluation of the results of the Network Laboratories at the conclusion of the Three-Year Research Program, as per the agreement with the Region; Assessment of their industrial research capabilities and technology and knowledge transfer to local businesses; Analysis of the economic-organizational solidity of each center; Evaluation of the technological potential and competitive positioning of the laboratories at the European level; Identification of key challenges and proposal of appropriate solutions for overcoming them; Support to the Region in defining interventions to support industrial research for the new POR FESR 2014-2020.
The evaluation aimed to verify the results of interventions designed to improve the education system, facilitate access to the labor market, and support vocational training for workers and the unemployed.
The evaluation had two main objectives: first, to identify the causes of administrative and procedural delays in the implementation of interventions and their consequences on the delivery and use of publicly funded works; and second, to define corrective actions to prevent such issues in future programming. The work involved the analysis of procedural and financial monitoring data, a comparison of the implementation timelines of works financed by the Lazio Region with national averages as reported by the DPS – UVER, and the development of 14 case studies covering the following activities: reconstruction and analysis of procedural timelines in Lazio and for beneficiary entities across different implementation phases (design, construction, testing, and handover), identification of dead time or "crossing time," interviews with the responsible entities’ procedure managers, and focus groups with the Managing Authority, regional offices, and beneficiaries.
The evaluation aimed to map the growth process of energy supply and demand in the region in recent years, highlighting both the successes and the limitations of the political choices made during this period. It provided recommendations for the future regional energy strategy, with a particular focus on the opportunities arising from the new 2014-2020 EU programming period. The evaluation utilized original analyses to compare the performance of Friuli Venezia Giulia with neighboring areas in order to explain differences in behavior and results, and to assess the regional value chain for renewable energy sources, identifying key obstacles and development opportunities.
The service was structured in two main activities:

The project provided technical assistance in the design of a national call supporting research and innovation projects by companies. The focus of the call was on "sustainable industry," with projects eligible for support needing to promote intelligent, sustainable, and inclusive growth in line with the Europe 2020 strategy. The Ismeri database on participation in the 7th Framework Programme for Research and Technological Development was used to identify the most relevant key technologies for the shared definition of "sustainable industry" and to estimate potential private sector demand. Focus groups were organized with sector experts, policymakers, and businesses to discuss and select the most promising investment priorities. Unlike similar support initiatives in the past, the policymaking process was based on empirical evidence concerning key technologies and their development prospects.
The project, based on the National Operational Program (PON) Industry and the PON Research 2000-2006, in the Convergence Regions, involved qualitative and quantitative analysis, including surveys and an online questionnaire for beneficiary companies. The analysis also included fieldwork, case studies, and focus groups.
This evaluation supported the National Operational Programs (PON) on Governance and System Actions co-financed by the ESF, under the Ministry of Labour and Social Policies (MLPS). The evaluation involved primarily qualitative field surveys, case studies, and cross-case comparisons.
Design and delivery of training services, study visits, and mentoring to support the preparation and implementation of a regional innovation strategy and the development of services for the inclusion of SMEs in the innovation system. The cooperation project involved the European Commission, the Emilia-Romagna Region (Italy), Baden-Württemberg (Germany), and two Latin American regions, with the EC providing external assistance to the latter.
The project aimed to assess the impact of six policy options identified by the European Commission to modify the current regulatory framework for the so-called "posted workers" at the European level. The study involved a review of the literature, complemented by a series of national case studies and statistical and econometric analyses. It allowed for the identification of the scope of the phenomenon, its main characteristics and drivers, the key economic, social, and legal issues, and ultimately provided recommendations regarding the objectives and scope of the desired revisions.
Technical assistance aimed at establishing and coordinating a European network of academics and professionals to analyze European trends in labor mobility and support the exchange of best practices between European employment services to promote sustainable transitions in the labor market. Special attention was given to the services offered within the Youth Guarantee schemes and to forms of cooperation between public and private services.
The project aimed to provide analyses of cohesion policy programs based on ongoing monitoring and evaluation in Member States, analyzing these results within the context of available statistical research. This involved compiling summary data from a range of national and regional sources across the EU, systematically analyzing the collected material, and presenting the results of the analysis in an accessible format. The goal was to enhance and broaden the understanding of the economic effects and impacts of cohesion policy in the debate about its future role, within the broader context of discussions on the EU budget after 2013.
The objective of the project, coordinated by CEPN-Centre d'Économie - Paris Nord (CNRS / Université Paris Nord), was to capture, within a series of scenarios, the characteristics, conditions, and implications of different models that could emerge in Europe and around the world across various sectors by 2030 (economic, financial, environmental, technological, political, demographic, and social), taking into account past trends and probable changes in technology, individual behavior, and institutional transformations. ISMERI was the coordinator of Work Package 7 (WP7) "Well-being and Living Conditions" and participated in WP1 "A Macro-model of World Regions" and WP4 “Global Development, Demography, and Migration.” As part of the analysis of past trends and future prospects for well-being and living conditions, ISMERI aimed to capture how people might benefit from growth trajectories from the present to 2030. This involved extensive methodological work, including econometric analysis, analysis and synthesis of results, and the development and management of complex global databases, which also covered regions where the European Commission provided external assistance.
The project involved evaluating the potential environmental impacts of the PAN in the new programming period, with Ismeri proposing corrective actions for the implementation phase.
The VAS was intended to ensure that the environmental consequences of the PON are considered early in the decision-making process. The 2007-13 PON Research and Competitiveness encompasses a range of activities, from support for productive investment to the creation of research infrastructure, that have the potential to produce significant environmental effects. In this specific case, VAS has taken a leading role in creating the appropriate conditions for the implementation of the lines of intervention.
